First State Flag (Delaware) Delaware was the first state to ratify the United States constitution and as shown on its flag, this was on December 7, 1787. Delaware became the first state in the Union, and is, therefore, accorded the first position in such national events as presidential inaugurations. The flag has a field of colonial blue with a large central diamond of buff colour. As for the elements of the flag, the ship represents commerce, and the wheat, ox, corn and the farmer symbolise the importance of agriculture to the state. The figure in green is a revolutionary war soldier. The words in the ribbon banner read Liberty and Independence. The flag was adopted on July 24, 1913.
